World Cancer Day: Why Access to Better Cancer Care is Your Right – And How to Demand It

Cancer is a growing crisis in India. Rising incidence rates combined with unequal access to quality care create a complex and often devastating healthcare landscape. According to the Indian Council of Medical Research (ICMR), cancer cases in India are to increase by 12% by 2025, reaching an estimated 1.57 million new cases. Advancements in cancer treatment are being made in India, with the country boasting skilled oncologists and access to advanced therapies. However, significant barriers to recovery persist, especially for those in underserved communities and rural areas. These obstacles often include limited access to specialized oncology services, advanced diagnostics, and affordable treatment options. The Cancer Challenge in India:

India faces a substantial cancer burden, with over 1.4 million new diagnoses each year (World Cancer Day 2024 – ICMR-NCDIR). Late-stage diagnoses are common, often due to a lack of awareness, inadequate screening, and difficulty accessing timely diagnostics. This contributes to lower survival rates compared to developed nations. The financial burden of cancer treatment can be catastrophic, pushing families into poverty. With projections showing a 27.7% increase in cases between 2015 and 2025, and a lifetime risk of one in nine individuals developing cancer (National Cancer Registry Programme Report 2020), the urgent need for accessible and affordable care is undeniable. The most prevalent cancers among men are oral cavity, lung, and esophageal, while breast, cervical, and ovarian cancers are most common among women (Global Cancer Observatory, 2022).

Evolution and Innovation in Indian Cancer Treatment

Despite the challenges, India has seen notable advancements in cancer treatment. The country boasts world-class oncologists and hospitals offering cutting-edge therapies, including targeted therapies, immunotherapy, and advanced surgical techniques. However, access to these advancements remains uneven, concentrated in urban centers and private hospitals. The budget’s focus on district-level care aims to bridge this gap.

Budget 2025: A Way Forward

The 2025 Union Budget offers a critical step forward in addressing these challenges. Finance Minister’s announcement of a major upgrade to medical infrastructure, specifically the establishment of cancer day-care centres in district hospitals, is a significant development. This initiative aims to decentralize cancer treatment, bringing essential services closer to patients, especially in rural and underserved areas.

The plan to establish 200 centres in 2025-26, with expansion to all 759 district hospitals within three years, is a substantial commitment. These centres will provide crucial services like chemotherapy, medication administration, minor procedures (such as biopsies), and complication management at the district level. This is a game-changer for rural populations who previously faced the hardship and expense of traveling to major cities for treatment.

Furthermore, the budget addresses the critical issue of affordability. Thirty-six life-saving drugs and medicines, primarily for cancer and rare diseases, will be fully exempt from basic customs duty (BCD), and six more will have a concessional 5% duty. This will significantly reduce the financial burden on patients and their families

Better Cancer Care: Taking Action

Access to quality cancer care isn’t a luxury; it’s a fundamental human right. In India where cancer is a big problem and not everyone can get the same quality of care, knowing your options and how to get help is the first step towards getting better treatment. Become informed about cancer and early detection methods, utilizing available screening programs and seeking prompt medical attention.

• Leverage government schemes and the provisions of Budget 2025, including the new day-care centre initiative, to access affordable treatment.

• Push for greater transparency in healthcare pricing and the quality of care provided by hospitals and clinics. Understanding the true costs and quality metrics empowers you to make informed decisions and demand better value.

• Building strong support networks within your community is essential. Sharing experiences, information, and emotional support can make a significant difference in navigating the challenges of cancer.

• Engage with elected officials and demand continued investment in cancer research, infrastructure, and accessible treatment. Advocate for policies that address the affordability of cancer medications and diagnostics.
